PIC Performs Commissioning and Start-up Services for Mitchell Plant WFGD Project

October 2005 | Moundsville, WV – The PIC Companies entered into an agreement with American Electric Power Service Corporation to perform Commissioning and Start-up Services for the Mitchell Plant WFGD Project located near Moundsville, WV.

Plans include installing Wet Flue Gas Desulfurization (FGD) Scrubbers and Selective Catalytic Reduction (SCR) Units on two Coal FW Opposed-Fired Supercritical DB Boilers to reduce SO2 emissions.

The Mitchell plant, a 1,632-MW coal facility, began operations in 1970 on Unit 1 and in 1971 on Unit 2. American Electric Power owns more than 36,000 MW of generating capacity in the United States and is the nation’s largest electricity generator.

Under this contract, PIC is responsible for developing the Commissioning Procedures and Documentation, which includes:

  • Project Start-up and Commissioning Roles and Responsibilities
  • Delineation of Work
  • Project Start-up Plan
  • Turnover Packages
  • Start-up Component Test Standards
  • Schedule Development; Commissioning Plan
  • Training
  • Performance/Emissions Testing

This agreement also authorizes PIC to provide key contractor personnel and labor support throughout the duration of the project.
